A commercial water cooler holds water hot and cold every hour of the year. A normal office asks it for water about 50 hours a week. Two machines that do the same job can cost four times as much to run, and the customer pays that bill. Almost nobody in water dispense has ever put a number on it.

Two commercial water coolers can stand side by side and cost four times as much to run. Nothing on the quote tells the buyer which one is which.
That gap is worth real money now. Eurostat puts EU business electricity at €18.37 per 100 kilowatt-hours in the second half of 2025. Prices have eased for three years running. They still sit well above where they were before 2022.
A water cooler is one of the purest standby machines in a workplace. It holds a cold tank, and often a hot tank, at temperature every hour of the year. A normal office asks it for water around 50 hours a week. It draws power for all 168.
The numbers are public and almost nobody uses them
The US ENERGY STAR programme caps what a certified water cooler may draw at idle. That means no water taken at all. The current version 3.0 took effect in March 2022. A cold-only unit has to stay at or under 0.16 kilowatt-hours a day. A hot-and-cold unit with a stored hot tank is allowed 0.80 at high capacity. A hot-and-cold unit that heats on demand is held to 0.18.
Same job, same office. The stored-hot machine is allowed more than four times the idle draw of the on-demand one.
Run those ceilings at EU average business electricity. The stored-hot limit works out at roughly €54 a year per machine. The on-demand limit is about €12. Older uncertified units sit higher again. The first ENERGY STAR specification allowed 1.2 kilowatt-hours a day, which is nearer €80 a year.
Those are ceilings, not meter readings. The point is the spread. Across a thousand placements, two perfectly acceptable machines can differ by tens of thousands of euros a year. Somebody who never chose the machine pays it.
The split that keeps the number invisible
Here is why nothing changes. The operator picks the model. The customer pays the electricity.
The buyer of the machine and the payer of the bill are two different people.
Operators standardise on one model for sound reasons. Purchase price, spare parts, engineer training, warranty terms. Energy sits outside every one of those, because it lands on somebody else's invoice.
Country choice moves the number more than machine choice
Electricity in Europe is not one market. In the second half of 2025, Irish businesses paid €25.52 per 100 kilowatt-hours. German businesses paid €22.64. Finnish businesses paid €7.48.
The same cooler costs a Dublin office more than three times what it costs a Helsinki office.
That matters to anyone running one specification across several countries. A machine that passes without comment in Finland gives a competitor an easy attack in Ireland or Germany.
It matters to bottled water dispense in a different way. A bottled cooler carries delivery energy that a mains-fed one does not. The honest comparison is energy per litre delivered rather than energy per machine. Bottled units still do work nothing else does. Sites with no drinking-water mains point, construction, remote depots, cover for a failed plumbed system. The question is where that energy sits, on the road or at the socket. Then, whose budget carries it.
No EU label is coming
Anyone waiting for a regulator to force this should stop waiting. The Commission adopted its Ecodesign and Energy Labelling Working Plan for 2025 to 2030 on 16 April 2025. The priority products are textiles, furniture, mattresses, tyres and metals. Water dispensers are not on the list.
Refrigerants did move. The EU F-gas Regulation 2024/573 changed what goes inside the machine. From 1 January 2025 a new self-contained commercial refrigeration unit needs a low-GWP refrigerant. GWP is global warming potential, a measure of climate impact. The limit is 150. Above it, the unit cannot be placed on the EU market. Most new coolers already run R-290 propane, which sits at 3.
The climate rules reached inside the machine and the energy rules did not. For the rest of this decade, only the operator can give a buyer a kilowatt-hour figure.
The sales argument nobody is making
Every serious workplace hydration tender asks about sustainability. Most answers count plastic bottles avoided. That claim is ten years old and every bidder makes it.
A dated test report showing kilowatt-hours per day is a different kind of answer. It turns into money on the customer's own bill. It also turns into a carbon figure the customer can put in its own reporting.
Facilities buyers are under orders to cut building energy. Water coolers are small and there are a lot of them. Take an employer with 400 machines at 0.7 kilowatt-hours a day. That is about 100,000 kilowatt-hours a year nobody has ever counted. Whoever puts that number on the table first sets the question every rival then has to answer.
